quit long time we seen Very important merchant like paypal is not working here in Pakistan, We think why not Pakistan's Its own merchant services
And we looking for IT lawyer for this. if you know anyone in karachi tell me
and we develop a software for this based on php and its also integrate with paypal so if someone don't have a account on paypal he/she use that particular part of function which only design for this problem as solution can easily send money or even received without having a paypal account

there is no like Paypal so it has no alternate
it is recommended by two giant Web stores i.e. Ebay , Amazon

You have look into merchant account service and rules and regulations about merchant account setup. As far as i know state bank has veru strict policy about it and minimum criteria to get merchant account is not so feasible under state bank regulations
better if you start shipment company specially for online shoppers because Post mail is real mess and often stuff gets lost n late

Again: if what you say was possible, people would have done it already. People are not fools. They know there are millions to be made in transaction fees. So if they haven't done it, what makes you think you can?
Do you have an idea what you are talking about ? You can potentially use Paypal API to integrate within your site but what you are talking is not possible. The tool which you are referring to is already available. State bank do not control Merchants. Every merchant have their own policies.
Trust me Pakistan Post is much better. You do not know about state owned postal services in other countries.
