Telenor Pakistan is going to increase service charges on card reloads/easy-loads to 7 percent, said a notice available on Telenor’s website.
New services charges will be applicable from February 15th, 2012.

Dear Customer, kindly note that the surcharge being deducted from recharge will be increased to 7% with effect from 15th Feb 2012.
Earlier Mobilink also increased the service charges on credit reloads/easy-share to 7 percent, in addition to other charges/fee already in place.
It merits mentioning here that Telenor had imposed 1.5 percent admin fee on card reloads in June 2011, which was taken back in August 2011 but service charges were increased from 5 to 6.5 percent.
Operators defend these additional charges due to increased operating expenses. They also justify such additional charges by pointing towards low ARPUs and tariffs in Pakistani market. However, repeated additions in such charges and massive taxes on telecom services is putting the common customer with average usage under a lot of burden.
Consistent increments in service charges are raising serious concerns, while masses are considerably asking for a check on ever decreasing cellular tariffs.
Charges/Taxes on Rs. 100 Card (for Telenor Customer after February 15th):
- Withholding Tax @ 10% = Rs. 10
- Service Charges @ 7% = Rs. 7
- GST on remaining amount of Rs. 83 @19.5 percent = Rs. 16.19
- Total Taxes + Service Charges: 33.19
Or in other words, with Rs. 100 card – you get only Rs. 66.81 for telecom services while remaining amount goes under the head of taxes, services charges.
Explanation: Withholding tax and service charges are deducted right away when you load a card of Rs. 100. With remaining Rs. 83, you will have to pay 19.5 percent GST on all calls, SMS, MMS or for any other usage.

When you load a card withholding tax 10% deducts on the spot other than the service charges thats why you get only approx 83 Rs in 100Rs load. Thats why it is called Advance Withholding Tax.
Check it yourself and on postpaid all the taxes applicable on the billing amount.
Another way to increase call rates… But I still support this increase as call rates in Pakistan are already too low..

The calculation of withholding tax mentioned in the post is wrong.
For common user understanding, it is 9.09% of the face value of the card which is being loaded.
i.e.
100 * 9.09% = 90.90
Thus 90.90 or 90.91 you will get before deduction of service charges.

The writer seems to be very weak in basic mathematics. He doesn’t know how to calculate WHT and GST
WHT is not the 10% of the recharge amount. It is actually the 10% of the amount left after recharge.
WHT is calculated by this formula:
Recharge Amount/110%
Same as for GST. The amount that comes after deducting WHT and Service Charges has GST Included, so we can not just multiply it with 19.5% to separate GST. We should divide that amount by 1.195 to first separate the cost of tariff, then deduct that cost of tariff from the amount that comes after deducting WHT and Service Charges to get the amount of GST.
e.g:
The amount that comes after deducting WHT and Service Charges is 82.54 (Rs. 8.37 for Service Charges incl. GST and Rs. 9.09 for WHT).
Let T = Tariff
G = GST
So, 82.54 = T + G
As we know GST is the 19.5% of tariff i.e
G = 19.5%T
so
82.54 = T + 19.5%T
82.54 = T + 0.195T
82.54 = T(1 + 0.195)
82.54 = 1.195T
T = 82.54/1.195
T = 69.07
Now G = 82.54 – 69.07
G = 13.47
so we pay 13.47 + 9.09 + 8.37 = 30.93 on the name of all taxes and service charges

Telenor in its reports mention that it managed to maintain an ARPU for prepaid of Rs. 236 during the reported quarter, showing a slight growth of 3 percent over the last quarter. Telenor said that ARPU for postpaid subscriptions stood at Rs. 771.

Those who file Income Tax returns (which I guess 99% of the audience here is not filing) can deduct 10% WHT while filing the return reducing their amount of Tax to be paid with the return or making it refund.
Hamari is Qom ko Tax denay ke adat nahi hai. Aur Jo detay hain un ko return file karna nahi aatee otherwise you can even save a single penny.

I heard other companies are also jumping in to introduce this “jaga tax” to forcefully snatch on every load. As usual PTA is nowhere to be seen.
PTA (the government) only protect the interests of corporates, not the general public. Hell with general public. Put them in grinder and squeeze as much juice as you can. That’s what government and corporates do.
Please introduce more “jaga taxes”. Oh wait, my wishes will be granted sooner.
