Govt Releases Rs. 344 Billion Funding Under Public Sector Development Program

The government has released Rs. 344.35 billion (34.4 percent), including Rs. 67.6 billion foreign aid, for different development projects under the Public Sector Development Program (PSDP) 2017-18 against a total budgeted allocation of Rs. 1,001 billion.

According to the latest data released by Ministry of Planning Development and Reform, the government has released Rs. 93 billion (29.7 percent of the total budgeted amount of the federal ministries) including Rs. 2.34 billion foreign aid for development projects of various federal ministries against the total budgeted allocation of Rs. 321.3 billion.

The government has not released funds for the development projects of various ministries, divisions and their departments yet, including:

  • Foreign Affairs Division.
  • Religious Affairs & Interfaith Harmony Division.
  • Textile Industry Division.
  • National Security Division.
  • Special Federal Development Program.
  • Energy for All.
  • Clean Drinking Water for All.
  • Special Provision for Completion of CPEC Project.
  • Gas Infrastructure Development Cess.

Railways, Infrastructure and NHA Budgets

It has released Rs. 15.25 billion for development projects of Pakistan Railways Division against the total budgeted allocation of Rs. 42.9 billion for the current fiscal year 2017-18.

In addition, the govt has released Rs. 116.4 billion including Rs. 45.6 billion foreign aid for infrastructure projects of National Highway Authority (NHA) against the total budgeted allocation of Rs. 325.7 billion.

Health, Water/Power, Food Security

The Planning Commission has released Rs. 20 billion including Rs. 18.9 billion foreign aid for development projects of the Ministry of Water and Power (Power Sector) against the budgeted allocation of Rs. 63.3 billion.

A total of Rs. 8.1 billion including Rs. 233 million foreign aid were released for different development projects of National Health Services, Regulation and Coordination Division against the total budgeted allocation of Rs. 48.7 billion under PADP-2017-18.

For the National Food Security and Research division, the government has released Rs. 400.26 million for different developmental projects against the earmarked Rs. 1615.96 million for the development of agriculture sector in the country.

An amount of Rs. 11.3 billion including Rs. 102.75 million foreign aid was released for Water and Power Division (Water Sector) against the budgeted allocation of Rs. 36.75 billion for the current fiscal year.

Education

Rs. 11.628 billion was released for different projects of Higher Education Commission (HEC) against the total budgeted allocation of Rs. 35.7 billion.

AJK, FATA and G-B Allocation

The government has released Rs. 14.72 billion including Rs. 495.3 million foreign aid for the development projects of Azad Jammu and Kashmir against the total budgeted allocation of Rs. 25.84 billion for the current fiscal year.

The government also released Rs. 7.7 billion including Rs. 173.9 million foreign aid for development projects of Gilgit-Baltistan against Rs. 18.3 billion budgeted allocations, while Rs. 10.6 billion including Rs. 53.3 million foreign aid has been released for the projects of Federally Administered Tribal Areas (FATA) against the total budgeted allocation of Rs. 26.9 billion.

Others

Capital Administration and Development Division has received Rs. 1932.86 million, Rs. 340 million were received by the Climate Change Division, Rs. 240 million by Commerce Division, Rs. 5.3 billion for Communication Division (other than NHA), Rs. 5.21 billion for Interior Division, Rs. 114.6 million by Pakistan Nuclear Regulatory Authority and Rs. 1732.09 million to Planning, Development, and Reform.

The Planning Commission has released Rs. 42.075 billion for Special Federal Development Program for temporarily displaced persons (TDPs) against Rs. 90 billion budgeted allocations and Rs. 9.2 billion for development projects of Prime Minister’s Youth and Hunarmand Programme under the current fiscal year 2017-18.

Divisional Allocation

The government released Rs. 8.94 billion including Rs. 31.17 million foreign aid for Finance Division, Rs. 964.86 million for Aviation Division, Rs. 895.18 million for Port and Shipping Division, Rs. 304.56 million for Science and Technological Research Division, Rs. 218.6 million for Defense Division, Rs. 6.26 billion million for Housing and Works Division, Rs. 49.5 million for Information and Broadcasting Division and Rs. 1.79 billion for Defense and Production Division.

The entire amount of Rs. 30 billion has been released for Prime Minister’s Global SDGs Achievement Program.

The Planning Commission of Pakistan has so far followed the stipulated mechanism for release of funds, first quarter (July-September) 20 percent, second quarter (October-December) 20 percent, third quarter (January-March) 30 percent and fourth quarter (April-June) 30 percent.
