Lahore Police Proposes a Five-year Improvement Plan

Lahore Police has devised a five-year Strategic Development Plan to deal with challenges faced by the department. The plan’s summary has been forwarded to the Chief Minister of Punjab for approval.

The plan has been developed by CCPO B.A. Nasir and SSP Administration Athar Waheed and will cost around Rs. 41 billion.

Lahore is home to a population of 11.26 million and is growing at an annual rate of 2.61%. Additionally, around three million people visit the city daily. But, the police force is largely under-equipped and under-staff for the requirement of the metropolis says the proposal.

It mentioned that the ratio of police constabulary to citizens is 1:571 (meaning one officer for 571 citizens) in the city against the international standards of 1:300. While according to the police rule recommendations, it should be 1:450.

The summary also highlighted that the city has only one traffic official for every 1,500 vehicles against the recommended ratio of one official for every 500 vehicles. Moreover, 19 police stations in Lahore do not have proper buildings, and no new vehicles have been purchased since 2008.

  1. Policy and law
  2. Organizational restructuring
  3. Human resource developments
  4. Infrastructure developments
  5. Budget and logistic support

The plan also demands the approval of proposed amendments in Police Order 2002, new police rules and laws, and standardization of police work and procedures.

It also emphasizes that the existing system does not fit the definition of a modern policing system as it fails to address the needs of the megacity.

It underscored the need for fresh recruitments of 20,000 officers to fulfill organizational needs. These hirings would be made in phases over the next five years.

The proposal also asks to purchase 493 vehicles and 1,678 motorcycles for the department and an additional amount of Rs. 115.75 million on new arms and ammunition.

A new police housing scheme for officials and incentives for good performance were also suggested in the plan.
