Islamabad High Court Asks Govt to Bring Amazon and Paypal to Pakistan

The Islamabad High Court (IHC) has given the federal government two weeks to submit its reply over the absence of quality e-commerce services in Pakistan.

Chief Justice IHC, Athar Minallah, sent out notices to the commerce and information technology sectors for failing to meet the requirements quoted in the e-commerce policy, which has kept mega-companies like Paypal and Amazon at bay.

Notices were served in response to a petition filed by Hafeez Junaid, an aggrieved person from Islamabad who believes that flawed policies and non-implementation were the reason why major e-commerce companies don’t enter Pakistan.

In his petition, Junaid contended that due to insecure payment methods, Pakistanis could not access the world’s largest e-commerce store. He claimed that for a decade, Amazon has blocked anyone with Pakistani IP from logging into the website.

No official negotiations or an offer to start operations of Amazon and PayPal in Pakistan have been made thus far. It transpires that the government failed to take the simple yet logical towards globalization and modernization.

Over the years, the e-commerce industry has grown to over $4 trillion globally, but Pakistan had failed to avail the opportunities on offer because of a lack of interest at the government level, the plaintiff argued.

The petitioner maintained that the e-commerce policy 2019 is flawed and deceptive, adding that the data protection law, which is vital for healthy e-commerce growth anywhere in the world, isn’t practical in Pakistan.

Interestingly, the development has come days after the special advisor to Prime Minister on Commerce and Investment, Abdul Razak Dawood, disclosed that Pakistan is in process of registering the country’s good sellers with US e-commerce giant Amazon. The country has sent a list of 38 exporters for registration, he added.

In the first phase, surgical and sports goods as well as home accessories will be listed on Amazon from Pakistan. The list will expand if the selected exporters do well in the trial period successfully.

    Does he have a mental problem or something or he doesn’t know how internet works.
    I have an amazon account my ip has never been blocked.

    • Courts don’t seem to know any better though or they would have caught this.

      The whole idea of the government of Pakistan mandating that foreign private sector companies start operations in Pakistan is ludicrous. They don’t answer to us!

  • Until Paypal comes in Pakistan, there will be nothing improved in online business, because we must need that giant gateway to boost the digital world in Pakistan, If Paypal comes into Pakistan entire youth will be happy and economy will be rise after that…

      • Who says money flowing out? Most of the people waiting for PayPal are freelancer like me who can’t bring payment into the country from international clients

      • Youngsters have potential who can boost and rise Pakistan with heavy flow of income at international platforms, and land the money into Pakistan system by legit channel like Paypal integrated with Pakistani Banks.
        Because Paypal is the only option which stand still Number 1 in world to easiest payments to send and receive between international clients and Pakistani online workers.

  • Idiot court has no idea what they are saying – Amazon is killing local business in USA and wherever they go, court better do what they are made for instead of trying “taking” trade, big online businesses in Pakistan should be levied with extra taxes so local business could grow,

    • yes we must encourage inefficient offline businesses and discourage more efficient online ones. this will lead to economic growth.

      i think we should also ban electric lights so that people start using candles and kerosene lamps once again. this will provide new employment opportunities in the candlemaking industry.

    Meaning only those having access to power corridors will be able to add their names to this vaunted list. Shame.

    The Armed Forces should sell Fauji cereals (Cornflakes, Muesli, etc), Fauji Fertilizer, Cement, pre-paid Askari Credit Cards and numerous other commercial venture/business products through Amazon to Americans too. Also, Coalition Support Funds (once resumed) can be transferred globally via Paypal. Win-win situation for the power corridors!

  • Paypal must come to Pakistan.

    This way, the Sharif brothers and Zardari family can easily transfer funds abroad without using Ayan Ali, chabri walas, plumbers, cooks, drivers, etc to launder money. Plus, they will finally have a money trail for personal perusal.
