CAA Issues Show Cause Notice to Former Pilots Association Vice President

A pilot of the Pakistan International Airline has been issued a show-cause notice by the Civil Aviation Authority.

According to reports, the notice was issued due to a violation of the air safety rules by the pilot that potentially put the lives of hundreds of passengers in danger.

Consequences

According to informed sources, Pilot Sadiq Amin Rehman (ATPL 984), who was also the former Vice President of Pakistan Air Lines Pilots Association (PALPA), has been held guilty for operating a Canada-bound flight from Lahore without taking the mandatory rest before the flight.

The notice added that Mr Rehman is required to respond in seven days or the consequences faced by him may lead to the suspension of his pilot licence. He may or may not face additional penalties as well.

The Show Cause Notice

Mr Rehman received summons from the CAA under ONCR No 559 that was issued on July 18, 2017. However, he submitted an unsatisfactory reply on July 25 2017. Following this the CAA decided to serve a show cause notice to him over his non-conformance.

The notice said that,

“You Capt Sadiq Amin Rehman (APTL 984) did not avail minimum rest before operating flight on July 4, 2017, in violation of rules 202 and 240 of Civil Aviation Rules (CARs) and Air Navigation Order (ANO) NO 91.0012 issue 5 of April 7, 2011 relating to flight time, flight duty periods, duty periods and rest periods for fatigue management for flight and cabin crew.”

The notice called upon Mr Rehman to explain why punitive action should not be initiated against him in light of the rules he had violated under the CARs.

The notice stated:

Due to above act(s) you have violated the provision of Rule 202 and 240 of CARs and ANO N0 1.0012.

The notice further demanded that Mr Rehman should notify the authorities if he wants to be heard in person and give his point of view regarding the offence. In case he fails to specify, it will be presumed that he has nothing to offer in his defence and does not wish to be heard in person.

Previously, a similar notice, for violating air safety rules, was issued to PIA’s chief of flight operations pilot Uzair Khan as well.
