Retail in Pakistan is one of the largest economic contributors, accounting for approximately 18% of the country’s GDP and employing over 16% of the workforce. With an estimated 3.5 million businesses operating within the sector, retail remains a key driver of economic activity and consumer spending. The sector’s success is directly tied to national economic stability, and as such, progressive dialogue and policy support are necessary to ensure sustainable growth.

Despite its significant economic contributions, Pakistan’s retail sector faces multiple challenges, including:

  • Unstable Tax Policies & Regulatory Barriers – Inconsistent taxation policies, complex regulatory frameworks, import restrictions and a lack of retail-friendly policies create hurdles for businesses.
  • High sales taxes and duties on raw materials make production expensive, discouraging local brands.
  • Frequent currency changes that affect planning and competitiveness.
  • Imported products are often misrepresenting, declared incorrectly,  coming under reduced tariffs – reducing demand for ‘Made in Pakistan’.
  • Pakistani fashion, textiles, and handicrafts have huge global appeal, yet there is no strong national export strategy for retail.
  • No clear national branding strategy exists to promote local products over imported alternatives.
  • Smuggling and under-invoicing allow foreign products to enter the market at lower costs, undercutting local businesses.
  • Limited Access to Finance & Infrastructure – High costs of doing business, expensive commercial real estate, and restricted access to banking solutions hinder growth.
