CDA Withdraws Controversial Notification on Development Charges in Islamabad Sectors

The Capital Development Authority (CDA) has officially withdrawn a recent notification that had imposed steep development charges on residents allotted plots under land acquisition and land-sharing arrangements.

A new notification, issued Wednesday by Director Land and Rehabilitation Samina Pasha, nullifies the earlier directive dated May 7, 2025, which she had also signed.

That earlier order had sparked backlash after it announced that development charges of Rs. 9,000 per square yard would be levied on allottees in residential sectors C-13, C-14, C-15, C-16, C-17, I-11, I-12, I-14, and I-15.

The May 7 notification cited a CDA Board decision made on August 13, 2024, as the basis for the new charges. However, the announcement triggered strong criticism and protests from affected residents, many of whom argued that the imposition was unfair to those who were originally granted plots as compensation for their land.

In the revised notification, the CDA clarified that the August 2024 Board decision would not apply in these cases. It referred to Section 3 of the Land Acquisition and Rehabilitation Regulation 2007, which guarantees the allotment of developed plots to affected landowners under the land-sharing scheme, without imposing additional development fees.
