Govt Collects Rs. 4.96 Trillion Non-Tax Revenue Due to Record Petroleum Levy

The federal government’s non-tax revenue surged by Rs. 1,998 billion in FY2024-25, reaching Rs. 4,959 billion and driven largely by record-high petroleum levy collections and profit transfers from the State Bank of Pakistan (SBP).

Petroleum levy collections alone hit Rs. 1,220 billion from Rs. 1,019 billion the previous year. The levy on petrol and diesel has now climbed to Rs. 78 per liter, and is expected to generate Rs. 48 billion in FY2025-26.

The government has projected even higher petroleum levy collections this fiscal year at Rs. 1,468 billion. It is understood that the levy will continue to rise incrementally throughout the year.

Meanwhile, SBP profits contributed Rs. 2,619 billion to non-tax revenue, making it the second-largest source after the petroleum levy.
