Dubai to Soon Issue Investor License in Just 17 Seconds

In a groundbreaking leap toward digital efficiency, investors will soon be able to obtain trade licences within just 17 seconds through the Invest in Dubai platform, thanks to the integration of Agentic AI technology, a senior official revealed on Tuesday.

Speaking to Khaleej Times at Gitex Global 2025, Ahmad Khalifa AlQaizi AlFalasi, CEO of the Dubai Business Registration and Licensing Corporation (DBLC), said the enhanced version of the platform will be officially rolled out by the end of 2026.

“Currently, investors can secure a business licence within five minutes. With Agentic AI, that process will take just 17 seconds,” AlFalasi said. “The system evaluates applications instantly with precision — by the time users upload their documents, they receive approval.”

He explained that the advanced AI technology automatically reviews and validates documents, significantly reducing human intervention. “Our staff no longer needs to manually verify applications. Instead, they now supervise and optimise the system’s performance,” he added.

The new upgrade is part of the Dubai Economic Agenda (D33), which aims to boost economic productivity by 50 per cent through innovation and digital transformation.

According to DBLC, the enhanced Invest in Dubai platform will enable investors and businesses to complete the entire licensing process online, covering corporate structures, legal forms, and branch licences — all while minimising paperwork and eliminating redundancies.

The upgraded system will also integrate approvals from multiple key government entities, including the Ministry of Human Resources and Emiratisation (MoHRE), the Ministry of Foreign Affairs (MoFA), the Community Development Authority (CDA), and the Dubai Civil Aviation Authority (DCAA). Additional agencies are expected to join to further streamline the process.

Since its launch in 2021, Invest in Dubai has processed over 1.3 million transactions, facilitating the registration of 280,916 new businesses. Business licence issuance has surged nearly sixfold — from 16,584 in 2021 to 95,543 in 2024 reflecting Dubai’s accelerating progress toward becoming one of the world’s most digitally advanced business hubs.
