A petition has been filed in the Lahore High Court (LHC) seeking suspension of the Kite Flying Act 2025 and a declaration that the law is unconstitutional.
Sheikh Imtiaz Mahmood, a member of the Punjab Assembly, submitted the miscellaneous petition through his lawyer, Advocate Azhar Siddiq. The petitioner argued that the act was passed in violation of constitutional provisions.
The plea states that a call-attention notice on the issue has already been submitted in the provincial assembly. It further highlights that kite flying remains largely prohibited and is treated as a non-bailable offence due to the serious risks it poses to human life and property.
The petition claims that government notifications have allowed the manufacture of kites and strings in residential areas, which could threaten public safety. It warns that such permissions may increase accidents and injuries during Basant celebrations.
The petitioner also informed the court that several countries, including China, have completely banned Basant due to its dangerous consequences. He argued that enforcing the Kite Flying Act 2025 contradicts public interest and safety concerns.
The petition requests the LHC to declare the act null and void and suspend its implementation, along with all related notifications, until a final verdict is issued.
