The federal government has enforced mandatory energy efficiency standards for public sector procurement, making it compulsory for federal agencies to purchase only energy-efficient, star-rated products.
The Public Procurement Regulatory Authority has notified the “Minimum Energy Performance Standards Compliant Pakistan Energy Labelled Products Regulations, 2025,” which have come into immediate effect for all federal government procuring agencies.
Under the new rules, government departments will be required to procure only those products that meet minimum energy performance standards approved by the National Energy Efficiency and Conservation Authority and endorsed by the Pakistan Standards and Quality Control Authority.
According to the notification, the regulations cover a wide range of commonly used items, including fans, LED lights, refrigerators, air conditioners, and electric motors. All such products must carry the Pakistan Energy Label to confirm compliance with prescribed efficiency benchmarks.
The regulations clearly define each product category. Fans include propeller-bladed electronic comfort fans, while LED lights cover both household and street lighting. Air conditioners are divided into inverter and non-inverter room units within specified cooling capacities. Household refrigerators include two-door appliances connected to the main power supply, while motors are defined as new units not previously used except for testing or demonstration.
Federal procuring agencies have been directed to follow a standardized procurement process, ensuring that only MEPS-compliant and properly labeled products are purchased. The Pakistan Energy Labeling scheme issued by NEECA will serve as the official reference framework for product certification and energy rating.
Procuring entities will also be required to verify documentation and registration of products before acquisition to ensure full compliance with the regulations.
In a communication to PPRA, Cabinet Secretary Kamran Ali Afzal said the move forms part of broader reform measures initiated under Ministry of Finance directives issued in April 2025. He said the objective is to reduce energy consumption, improve efficiency, and promote sustainability in public sector operations.
Officials said the enforcement of energy efficiency standards in government procurement is expected to lower electricity demand over time and set an example for the private sector by encouraging the use of energy-efficient appliances.
The regulations have been formally circulated to all relevant federal ministries, divisions, and procurement units for immediate implementation. PPRA has also published the full text of the MEPS Regulations 2025 on its official website.
