The Capital Development Authority (CDA) has issued a show cause notice to the management of Rawal Enclave Housing Scheme in Islamabad’s Zone IV, accusing it of carrying out unauthorized development and marketing activities without obtaining mandatory approvals.
According to the notice issued by the Directorate of Regional Planning, the housing scheme allegedly undertook development works, advertised the project, and facilitated plot transactions without securing approval of its Layout Plan and a No Objection Certificate from the CDA.
The authority said private housing schemes cannot be launched, developed, or marketed within the Islamabad Capital Territory without prior authorization from the regulator.
CDA directed the society’s sponsors and management to immediately stop all construction activities, marketing campaigns, sale and purchase of plots, allotments, and transfers. It also ordered the removal of structures and development works carried out in violation of planning laws and instructed the management to cease unauthorized land use within seven days.
The notice cited judgments of the Islamabad High Court and the Supreme Court, which reaffirm the CDA’s authority to regulate private housing schemes in the federal capital. It warned that unauthorized construction and development may be subject to demolition under applicable laws.
The authority said failure to comply could lead to enforcement action, including demolition of illegal structures, sealing of scheme offices, and suspension of unauthorized land use.
Such operations may be conducted with assistance from police and district administration officials, with associated costs recoverable from those responsible.
Rawal Enclave’s management has been given seven days to submit a written response and appear before CDA officials for a personal hearing.
Copies of the notice have also been shared with the ICT Administration, Islamabad Police, utility providers, and other agencies for coordinated action.
