Govt Extends Long-Term Terminal Operations Agreement for Engro Vopak

The Port Qasim Authority (PQA) has renewed the Implementation Agreement with Engro Vopak Terminal Limited (EVTL) to operate Pakistan’s integrated bulk liquid chemical and LPG terminal.

EVTL is a joint venture between Engro Corporation and Royal Vopak of the Netherlands. The renewal continues a long-standing operating arrangement covering Pakistan’s only integrated terminal for bulk liquid chemicals and LPG handling at Port Qasim.

According to details, the terminal plays a key role in national logistics and energy supply chains, handling a major share of Pakistan’s bulk liquid chemical imports and a significant portion of LPG marine imports.

These imports support sectors including agriculture, textiles, construction, energy, and manufacturing.

The agreement extends a partnership spanning several decades between the public and private sectors, during which the terminal has remained a key infrastructure asset for import and storage operations at the port.

EVTL operates under established regulatory and contractual frameworks governing port terminal operations. The renewed agreement is non-exclusive and continues under existing build-operate-transfer (BOT) arrangements.

The terminal operator is also associated with Royal Vopak, a global independent tank storage operator, which has contributed technical and operational expertise to the project.

Following the renewal, the company indicated continued interest in future investment in related infrastructure, including potential development in refrigerated LPG storage, subject to feasibility assessments.

The renewal was completed through the existing contractual process involving relevant regulatory and government stakeholders overseeing port and logistics infrastructure.
