The UK has introduced a series of new rules for booking and managing car driving tests, changing how learner drivers can schedule, modify and transfer their appointments.
The changes, introduced in phases between March and June 2026, are aimed at reducing misuse of the booking system and ensuring fairer access to driving test appointments. The new rules apply only to car driving tests and do not affect other categories.
The most important changes are:
- Only the learner driver can book, manage, cancel or swap their driving test.
- Learners can make only two changes to an existing driving test booking.
- Driving tests can only be moved to one of the three nearest test centers or back to the original test center.

Learners Must Book Their Own Tests
Driving instructors are no longer allowed to book car driving tests on behalf of their pupils.
Before making a booking, learners should discuss their readiness with their instructor and obtain the instructor’s reference number, which can be entered during booking to ensure the instructor is available on the chosen test date.
Learners must also confirm that they are the person taking the test and agree to the booking terms and conditions.
Only Two Booking Changes Allowed
A booking can now be changed only twice.
The following count as a booking change:
- Changing the date or time
- Changing the test center
- Swapping appointments with another learner
Changing multiple details at the same time still counts as a single change.
Updating contact details, adding or removing an instructor reference number, or changes made by the Driver and Vehicle Standards Agency (DVSA), such as due to bad weather, do not count towards the limit.
Once both changes have been used, learners must cancel their existing booking and make a new one if they wish to reschedule. A full refund is available if the cancellation is made at least 10 full working days before the test.
Test Centers Can Only Be Changed Locally
Learners can no longer move their driving test anywhere in the country.
Instead, a booking can only be transferred to:
- One of the three nearest test centers to the current booking.
- The original test center where the booking was first made.
For example, someone who books a test at Chesterfield can initially move it only to:
- Sheffield (Handsworth)
- Ashfield
- Sheffield (Middlewood Road)
If they later move their booking to Sheffield (Handsworth), their final change can only be made to:
- Rotherham
- Sheffield (Middlewood Road)
- Worksop
They may also move back to Chesterfield.
Unofficial Booking Services Banned
The DVSA has also banned the use of unofficial services that automatically search for earlier driving test appointments, including cancellation finder websites and apps.
Authorities warned that anyone found breaching the booking terms could face:
- Suspension of online access to the booking system.
- Cancellation of their driving test appointment.
Driving Instructors Can Still Help—But with Limits
Although instructors can no longer book or manage tests, they can still help learners complete the booking process if the learner is present.
Any driving tests that instructors booked before the rules changed remain valid, but learners must be given their test reference numbers so they can manage their own appointments going forward.
Driving instructors can also continue managing their availability within the DVSA system, including working hours, holidays and scheduling preferences.
