ISLAMABAD: The Capital Development Authority (CDA) has removed the condition of obtaining a “No Objection Certificate (NOC) from the Building Control Section (BCS)” over family transfers of residential properties.
The CDA board decided to enhance the delivery of public services and also accepted a report that Member Estate gave to it on amendments to the authority Property Manual.
As per the details, the ruling states that there would be no need for any NOC from BCS, as long as the residential property is not being used in a non-conforming manner or that any building bylaws have been broken.
The sources, however, confirmed that an affidavit, stating that any structure built in violation of building bylaws would be destroyed within 3 months, must be submitted to the competent authority.
Previously, the owner of a residential building was required to dismantle any unauthorized structures before the transfer of the property which has now been removed in the event of familial transfer as well.
Besides, the CDA Board also resolved to extend the NOC’s validity from 3 months to 1 year in a significant revision to the Property Manual during the meeting presided over under Captain (r) Muhammad Usman Younis.
Additionally, to implement the revisions in the Property Manual in letter and spirit, Member Estate Muhammad Afnan Alam wrote a letter to the Directorates of Estate Management, One Window, Land and Rehabilitation, and Estate Affectees.
According to a CDA official, the decisions were made to streamline the workload on staff members of the relevant directorates and avoid delays in the transfer of assets.
