ISLAMABAD: The Capital Development Authority (CDA) has submitted a summary to the federal government on amendments to laws regulating Zone III in Islamabad.
The summary suggests the cabinet two options: either adopt the suggested changes made by a committee led by CDA member planning, or form a commission led by a judge and backed by a technical team.
This proposed commission would require 15 days to finish the task, and its conclusions would be presented before the cabinet for approval again.
The summary, moved by the CDA, proposes the following:
- Define the grey Zone III regions not part of the Margalla Hills National Park (MHNP) or other designated zones.
- Retain existing zones and designate the settlements on private land on the hills as model villages.
- Zone I should include the area between sectors F-6 and C-16.
- Zone IV should include private land on the left side of the Bhara Kahu area.
It is worth noting that the federal government has formed a committee to demarcate and regulate Zone-III.
The committee was formed to implement the required land use modifications to address long-standing concerns of communities living near the MHNP’s border.

There are encroachments, violations and grabbing of CDA land right under its nose, and CDA is still to finalise ‘zones’, which should have been done within a year or two when it started functioning. Another line of Mirza Ghalib is pertinent here;

We have seen anti encroachment drives in the out skirts of Uslamabad but with the sectors inside the capital its calm here. The deterence of CDA anti encroachment is zero as hawkers in karachi company have occupied all pedestrian crossing and house owners are blocking verges near their houses. CDA should impose heavy fines and encroaches shall be sent to prison under 16MPO for punishment. But I know nothing could be done

CDA never acquired some land in villages near MHNP. Subsequently the legal owners of that land have every right to use that land as they wish. CDA can not forcibly take over land without paying the owners like land grabbers as some naive people suggest.
Good it is century old settlement people living their May be allotted accordingly with tax and development charges . Also E-12 area should be look into it in emergency way , as it is not moving at all and allotees are waiting since last 40 years to build their home . Where as D 12 has been fully developed. Cda should stop their projects in C sectors until E 12 is fully handed over to their allotees .
