CDA Approves Formation of Building Control Wing to Prevent Illegal Construction

ISLAMABAD: The Capital Development Authority (CDA) has recently taken several significant steps towards the improvement of the building control capacity in Islamabad, Pakistan.

According to the details, the CDA board, chaired by Captain (retired) Noor ul Amin Mengal, has approved the formation of a new Building Control Wing, which will comprise qualified staff responsible for implementing building by-laws and preventing illegal construction in the city.

Under the new plan, the Building Control Wing will consist of 50 teams, with each team comprising an assistant director and two supervisors.

This new wing is expected to play a crucial role in improving the CDA’s capacity to regulate building construction and ensure compliance with the existing by-laws.

In addition to creating the Building Control Wing, the CDA board also amended the Islamabad Capital Territory (ICT) Building Control By-Laws and Regulations 2002.

These changes mainly focus on the development of Murree Road and IJP Road.

The board also approved the allocation of plots in Zones 2, 4, and 5 on a 33-year lease for educational institutes.

The Floor Area Ratio (FAR) for these plots has also been extended, with an emphasis on catering to lower-middle and middle-class families.

During the meeting, the board also gave the go-ahead for the development work on the bus terminal in Sector I-11, which is expected to commence in two months.

The Project Concept (PC-1) for the bus terminal will be presented before the board in two weeks. The board also approved the creation of a ‘Green Fund’, which will require private parties to reserve at least 2% of the budget for projects like high-rise buildings.

This fund will be collected under the Corporate Social Responsibility (CSR) initiative.

Furthermore, the revised building bylaws include a new provision stating that no building plan would be approved in the future unless it includes a recharging well or water tank.
