CDA Compiles Zoning Bylaws to Streamline Regulations

ISLAMABAD: In a bid to alleviate confusion and promote transparency among stakeholders, the Capital Development Authority (CDA) of Islamabad has recently compiled all zoning bylaws into a single comprehensive book.

Previously, these regulations were scattered across various sources, such as board decision minutes and gazette notifications. This significant undertaking aims to provide a consolidated resource that will facilitate a better understanding and implementation of zoning guidelines within the city.

Initially formulated in 1992, the zoning regulations were subsequently amended in 2010 to accommodate changing requirements.

Additionally, specific residential building control bylaws were established for areas including Blue Area, Marakiz, Class-III shopping centers, unacquired regions along IJP Road, and modalities and procedures for developing private housing schemes. However, until now, these bylaws have not been effectively documented and compiled in a single accessible location.

Critics have argued that Islamabad’s current zoning framework is excessively restrictive, favoring single-family housing while limiting opportunities for commercial and civic activities. They contend that successful cities embrace flexible zoning codes that can adapt to evolving urban needs.

Furthermore, the city’s affordability remains challenging for low-income groups as real estate prices soar in areas with excessive height restrictions and discourage construction processes.

Advocates for change propose that rezoning can stimulate development and maintain reasonable property prices. They believe that the existing zoning paradigm should shift away from exclusively prioritizing upper-class housing and instead acknowledge the multifaceted functions of a city. Their vision includes promoting density, mixed-use high-rises, and walkability, particularly in downtown areas.

In this revised approach, zoning should also prioritize the creation of public and community spaces while allowing for commercial, cultural, and educational activities. Clear and transparent processes should underpin the formulation of zoning regulations, ensuring an inclusive and participatory approach.

An official involved in the compilation of the zoning bylaws book stated that alongside this initiative, there is an ongoing effort to review and amend the existing regulations to align them with the demands of the modern era.

The publication of the zoning bylaws book marks a significant milestone in the development of Islamabad’s urban planning landscape. With improved access to comprehensive zoning guidelines, stakeholders can navigate the regulations more effectively, fostering a conducive environment for sustainable growth, social inclusivity, and vibrant urban life.
