CDA Faces Backlash for Appointing College Teacher as Member Inspection

ISLAMABAD: In a surprising move, the Capital Development Authority (CDA) has appointed a college teacher as Member Inspection by upgrading the post of Director of General Estate.

The appointment has raised eyebrows as the position of Director General Estate is typically reserved for executive cadre officers.

However, the CDA currently has several officers serving in positions beyond their service cadres, mostly on deputation.

According to a recent notification issued by the Human Resource Directorate of CDA, Roomana Gul Kakar, an Associate Professor of the Colleges Higher and Technical Department of the Government of Balochistan, has been appointed as Member Inspection in the civic authority.

It is worth noting that there was no existing post of Member Inspection in the hierarchy of CDA, so the lady officer was initially appointed as DG Estate and then the post was renamed to accommodate her.

The posting order states, “The post of DG Estate (BS 20) is transferred and renamed as Member Inspection as personal to the officer.”

Last month, the establishment division placed Roomana Gul Kakar’s services at the disposal of the Interior Ministry for further posting in CDA, with the approval of the Prime Minister, for the next three years.

Before joining CDA, she was on deputation at the State Life Insurance Corporation.

Sources suggest that she was expected to be appointed as Director General Environment, but due to delays in her deputation case, another officer had already been posted in that position.

As a result, she was given the new position of Member Inspection, despite it not being officially approved by the federal government as mandated by CDA’s ordinance.
