CDA’s Legal Adviser Resigns Over Alleged Illegal Directions to Change Zoning Regulations

ISLAMABAD: An Additional Legal Adviser of the Capital Development Authority (CDA), Daniyal Hassan, has resigned from his post, alleging victimization and humiliation at the hands of the CDA law wing.

He claimed that he was asked to write a “tailor-made opinion” on a file regarding making changes to the zoning regulations of Zone III, which he refused to do, as it was an illegal directive.

Hassan said that the CDA had targeted him since he refused to follow the illegal directions, and as a result, he resigned on Monday.

While Hassan did not mention the zoning regulation issue in his resignation letter, he stated on Twitter that he was asked to write a “favorable” opinion.

He also tweeted that the victimization he faced was due to his legal opinion on the matter of creating a “sub-zone A” within Zone 3 of the Islamabad Capital Territory by amending the ICT Zoning Regulations.

Hassan added that the proposed “sub-zone A” was located in the national park area, where there is a ban on construction/commercial activity.

However, the CDA spokesperson, Syed Asif Raza, rejected Hassan’s allegations and stated that the federal government was the competent authority to make changes to the zoning regulations.

Furthermore, CDA proposed the changes in Zone III and sent a summary to the government for approval.
