LAHORE: The Lahore Development Authority (LDA) is set to assume administrative, operational, and maintenance control of 11 sports complexes in Lahore.
This decision comes after the approval of a proposal by the Local Government and Community Development Department (LGCD).
As per the details, the LDA intends to manage these complexes through outsourcing or other viable working models.
The approval of the proposal in a recent meeting of the LDA’s governing body presided over by the caretaker Chief minister Syed Mohsin Raza Naqvi, signifies the commitment to run these sports complexes professionally.
According to sources, 2 out of the 11 complexes have already been completed, and the remaining ones are nearing completion.
Previously, the local government department was designated as the operator and maintenance agency for all sports complexes as per the approved PC-1.
However, the proposal suggested that the LGCD department lacks the necessary experience and expertise to effectively manage these modern sports facilities.
Considering the LDA’s successful management of the Johar Town sports complex for the past decade, the proposal suggests engaging an experienced third party through a revenue-sharing model to ensure the highest standards of operation and maintenance while generating sustainable income.
The proposal further suggested formulating terms of reference with the assistance of a transaction advisor and inviting Expressions of Interest (EOIs) from leading health and fitness centers.
Besides, the LDA has also developed a mechanism for membership and operations of these complexes, following a sustainable business model.
Upon completion, the sports complexes will be handed over to the LDA to establish a joint venture with a third party for operations and maintenance through a revenue-sharing model.
