Rawalpindi Municipal Corporation Issues New By-laws for Graveyards

RAWALPINDI: Liaquat Ali Chattha, the administrator of Rawalpindi Municipal Corporation, has announced the Regulation of Burial Places/Graveyard by-laws, 2023 for graveyards in Rawalpindi.

The garrison city has 209 graveyards on 6,365 Kanal of land, while the number of graveyards in the cantonment’s jurisdiction is unknown.

Private housing societies are required to transfer graveyard land to the state, but none have done so yet.

The by-laws will apply to all municipal/metro corporations, except the cantonment, Auqaf department area, and Punjab Shaher-i-Khamoshan Authority.

The local government or respective union council will notify the union council burial place/graveyard committee as soon as the by-laws are enforced.

Furthermore, the committee will be in charge of formulating policies for maintenance and management, monitoring, giving suggestions for improvement, and protection from encroachment.

Additionally, no new burial places will be established without the local government’s permission, and all burial places must be registered and regulated.

Similarly, no animals, tongas, or vehicles will be allowed in the graveyard.

The burial of poor individuals will be arranged by the local government, and regular records will be kept.

Besides, the size of all graves will be uniform, and inscriptions or tombstones will not be allowed without permission.

The details suggest that the violators will face punishment under sections 172 to 176 and section 134.

Chattha stated that the local government has a responsibility to provide a proper burial place for those who have passed away, and these by-laws are intended to ensure that.

The local government must identify and demarcate all publicly available burial places within 60 days of the by-laws’ issuance.

  1. It’s a good move to organize the graveyards, I heard that Gorgans are selling the old graves to new burials bcaz the old graveyards are almost full with no more capacity. Also the graves must be allotted with proper size, in line and serial numbers by keeping the record for future use and avoid any manipulation. All graveyards must be inside boundary walls to restrict from animals and stray dogs, not allowed any passages and no auto mobiles except the genuine requirements such as to make cemented graves. Authority has to provide water, light, tents in case of burial at night and rainy seasons etc. I advise to people spending too much money by fixing high quality stones, instead this money distributed to the needy people, so that the deceased will get Ajar. A grave with normal Cement is okay. Rest upon the people…….

  2. The sustainable model of grave yard is only if the grave is kept kachha /Non- cemented. This is the most important aspect and must be made part of business rules.

  3. Why cantt authorities relactant to provide this important facility to it’s civilian residents , because all graveyard of cantt completely filled, there is no space for new grave.

  5. It is good to hear that the Administers are showing sincere concerns on the matters of public at large interest. Respected reporters, please also notify those who are doing businessess on residential plots despite having commercial places/buildings/markaz in the areas falling under the limits of Metropolitan Area Corporation of Rawalpindi.

  6. It’s appreciable that duchy an important issue came under consideration. Two suggestions may help resolving this issue permanently:
    1. Under no circumstances grave be allowed to be cemented/ marble etc covered, ie NO پکی قبر
    2. A grave and associated area (say 2 km square) be demolished after every 2 to 4 years to re-establish and again available to be used.
