Around 65,000 job openings within the government are lying vacant across Pakistan. These posts range from grade 1 to grade 22 and have been empty for the last few years.
According to the documents shared by the Establishment Division, 520,382 posts were sanctioned with 454,517 filled in FY 2015-2016. The other 65,865 jobs were left vacant.
The documents contain data about civil servants, gazette and non-gazette employees, women, and non-Muslims working for the federal government, the ministries’ divisions and their associated departments.

An official from the Establishment Division justified the job openings saying,
The posts are vacant for several reasons including recently retired employees, court cases, and non-availability of professionals against those seats.
The number of federal government employees also increased by 17.28% between FY 2006-2007 to FY 2015-2016, up from 375,932 to 454,517.
A total of 23,298 women in Grades 1-22 are employed by the government with 6,014 employed within Grades 17-22. 11 women are employed at Grade 22 with:

Around 11,470 government employees hail from different religious minorities. 11,221 are working at Grades 1-16 and 249 from Grade 17-22.
These include: Christians, Ahmadis, Hindus, Sikhs and other minorities.

The problem of vacant job openings has been a point of serious concern for the Federal and Provincial governments, especially Balochistan and FATA.
