Report Reveals Pakistan’s LNG Terminals to be Overstressed

Contrary to the widespread public notion that the country’s LNG terminals are underutilized, Pakistan’s LNG terminals are overstressed which poses significant operational and safety risks.

According to a joint report by the Pakistan LNG Limited (PLL) and Pakistan LNG Terminal Limited (PLTL), the utilization rate of LNG terminals across the globe is approximately 43% despite having low ratios of ‘re-gas to storage’ and ‘LNG import capacity to storage.’

On the other hand, the utilization rate of LNG terminals of Pakistan stands at a remarkable 84% despite having an extremely inflexible infrastructure and other constraints.

In comparison to global and European averages, the LNG utilization rates of Pakistan are 249% and 196% respectively.

When compared with countries that depend only on floating storage and re-gasification units (FSRUs), Pakistan’s LNG utilization rate is 30% higher than Kuwait and 200% higher than Argentina.

Pakistan’s throughput (re-gasification capacity) per unit of LNG volume storage capacity is also higher in comparison with the leading global LNG markets, including Japan, India, China, and Europe. The current throughput of Pakistan stands at 1440 mmcfd with a limited storage capacity of only 317,000 cubic meters.

In comparison with global and European throughput standards, Pakistan’s throughput should have been 550 mmcfd with a storage capacity of 4.2 million tons and 700 mmcfd with a storage capacity of 5.25 million tons respectively.

Based on these comparisons, the PLL and PLTL joint report has deduced that Pakistan is utilizing its available LNG infrastructure in an effective manner.
