Hundreds of Colleges in Punjab Are Finally Getting Principals

The Punjab government has begun the process of appointing 400 principals for public colleges to enhance the administration of higher education institutions across the province.

The Higher Education Department (HED) has launched an online portal to accept applications for these prestigious positions, welcoming both male and female candidates to apply. The portal, which went live on August 30, will remain open until 5 p.m. on September 10.

The HED has established clear criteria for selecting principals to ensure a transparent and merit-based process.

According to the criteria obtained by Dawn, candidates will be evaluated on several factors, including educational qualifications (10 points) and annual confidential reports (ACRs), which carry 20 points. Additional points will be awarded for service duration (10 points), seniority (5 points), administrative experience (20 points), college postings (10 points), training workshops (5 points), results (10 points), and the interview (10 points).

The interview panel will shortlist the top three candidates for each vacancy, with the final selection based on a comprehensive evaluation of the candidates’ service records.

To maintain high leadership standards, the HED has stipulated that only candidates with unblemished service records, free from penalties or ongoing inquiries, will be considered for these administrative posts. The standard tenure for a principal’s appointment will be three years, contingent upon satisfactory performance and administrative needs. However, the department retains the authority to revoke any appointment on administrative grounds at any time.

Candidates within the last two years of their service will not be eligible to apply for the principal’s position. Additionally, officers currently holding administrative roles will not be eligible unless they have less than three months remaining in their current term.

The HED has also specified that librarians and teachers in grades lower than the post they are applying for will not be eligible, except in certain cases for associate and graduate colleges.

Male officers may apply for positions in male colleges, while female officers can apply for positions in female colleges. For co-educational institutions, both male and female officers are eligible to apply, with preference given to candidates who match the grade level of the post, without compromising overall merit.

Eligible candidates from the teaching faculty of public sector colleges, as well as those holding administrative positions within the Higher Education Department and Directorate of Public Instruction (DPI), are encouraged to apply.

Applications must be submitted through the HED Punjab Mobile Application, available for download from the Google Play Store. The department has stressed that no manual or late applications will be considered, and any application lacking essential details or containing false information will be automatically disqualified from the shortlisting process.
