Disabled Persons to Get CNICs With Lifetime Validity

The National Database and Registration Authority (NADRA) has approved the issuance of national identity cards with lifetime validity for individuals with disabilities, according to a press release issued on Tuesday.

This landmark amendment to NADRA Rules 2002 aims to enhance inclusivity, streamline documentation processes, and address the unique needs of people with disabilities in Pakistan.

As per the 2023 census report by the Pakistan Bureau of Statistics, approximately 7.5 million people in Pakistan have disabilities. Globally, an estimated 1.3 billion individuals—about 16% of the population—experience significant disabilities.

“One of the key changes includes the introduction of special identity cards with lifetime validity for individuals with disabilities,” NADRA stated.

Eligible adult citizens, both residents and non-residents, recognized by relevant federal or provincial authorities, will receive national identity cards featuring a wheelchair logo, symbolizing their status. Additionally, NADRA will issue child registration certificates and juvenile cards with the wheelchair symbol for children with disabilities.

In a further initiative, Pakistani citizens registering as organ donors will be issued identity cards with a donor logo, also with lifetime validity.

“By implementing lifetime validity for these cards, the federal government reinforces its commitment to simplifying procedures and ensuring recognition for those who contribute to society in unique ways,” the statement concluded.

People with disabilities in Pakistan continue to face challenges such as discrimination, exploitation, and mistreatment. However, legislative advancements, including the ICT Rights of Persons with Disabilities Act 2020 and Pakistan’s 2011 ratification of the United Nations Convention on the Rights of Persons with Disabilities, aim to improve their situation. Additionally, the Disabled Persons Employment and Rehabilitation Ordinance 1981 mandates job quotas to promote their inclusion in the workforce.
