To address growing traffic congestion and rule violations in Lahore, the city’s traffic authorities have proposed a significant increase in traffic fines and annual token tax.
According to the proposal, fines for luxury and commercial vehicles are set to increase sharply. The fine for luxury vehicles may rise from the current Rs. 300–500 to Rs. 1,500–2,500, while for public transport and other commercial vehicles, fines may jump from Rs. 500–1,000 to Rs. 1,500–3,000.
The proposal also suggests a 100% increase in annual token tax for all private vehicles. Authorities believe this move could encourage more people to switch to public transportation, thereby reducing the number of private vehicles on the roads, even though token tax has to be paid even if a car is never driven on a road.
Officials argue that heavier penalties will discourage repeated violations and help bring more discipline to Lahore’s increasingly congested traffic system. Additionally, the proposal calls for better cooperation among government departments to simplify the fine and taxation process, making enforcement more efficient.
The Chief Traffic Officer (CTO) Lahore has already forwarded these recommendations to the court after receiving approval from the Inspector General (IG) Punjab. If implemented, the changes could mark a major shift in traffic enforcement and urban mobility strategy in Lahore.
While the proposed measures are still under review, they signal a stronger push by traffic authorities to manage the city’s mounting transportation challenges through tougher financial disincentives and greater emphasis on public transit use.

Not having sufficient public transport (just taking your argument), which Lahore has, by the way, and yes, it should improve as we pay provincial taxes as well, doesn’t mean you can violate the rules. Come on, dear brother, these fines should be higher. My younger brother was driving without a helmet last month, and the PSCA camera took his picture and fined him 2,000 PKR, which used to be 200-300 PKR. He hasn’t driven without a helmet since he received the challan. So, our so-called qoum needs these hefty fines. There are cameras everywhere in lahore why need thousands of traffic police officers. This department must be closed now to save our taxes. Privatize the digital learning or license process. A big load of taxes are going to these officers pockets.

This proposal is useless as ppl have more ways to run their vehicles. Infact addition and deployment of metro buses and orange line train to new routes would be encouraged to ease the traffic.

First arrange public transport in all areas of Lahore big population in NFC Valencia and wapda town pia road but here is no public transport coming inside the society

I am unable to understand why the authorities do not address the core issue which are making Lahore and big cities over crowded. This is because the other cities are being neglected. There are no basic facilities in those areas so the people decide to move to Lahore.
Increased ng fine and token tax to reduce the traffic load on roads is just baseless suggestion. Focus is only to put more burden on people and increase revenue.

Increasing fine would not solve traffic issues. It would only increase corruption rate in traffic police department. Here are a few traffic issues which need to be strictly addressed.

one wheeling
autos driven by youngsters under 18.
issuing fines on stupidly built infrastructure is just pakistani innovation.
The level of these fines is ridiculous. Hair in the UK the minimum fine for parking on a yellow line is equivalent to a one-weeks wages. That’s why we have good traffic sense. Pakistan should increase its fine 10 times the current amount. A speeding flying on the motorway should be 10,000 Rupees.
