Gulf Country Introduces New Fee for Driving License Printing for Expats

The Kuwaiti government has implemented a new KD10 fee for printing driving licenses issued to expatriates, following Ministerial Decision No. 560/2025 by First Deputy Prime Minister and Minister of Interior Sheikh Fahad Yousef Saud Al Sabah.

This amendment, published in the official gazette Kuwait Al Youm, updates Ministerial Resolution No. 81/1976 by adding Clause 59 to Article 204-bis of the executive regulations under the Traffic Law.

The decision assigns the Undersecretary of the Ministry of Interior with overseeing the enforcement of this new regulation, which came into immediate effect upon publication.

In a related development, Lieutenant General Sheikh Salem Al Nawaf, Undersecretary of the Ministry of Interior, reiterated the General Traffic Department’s (GTD) commitment to implementing traffic laws in a fair and humanitarian manner.

Speaking at the inauguration of the 38th Unified Gulf Traffic Week at the Waldorf Astoria Hotel, he stressed that while traffic violations are treated with seriousness, options for reconciliation will be available in non-severe cases. However, he made it clear that grave violations resulting in fatalities would attract the most severe penalties. “The core objective of the updated traffic law is to safeguard lives and reduce road accidents,” he said.

The revised traffic law, which comes into force on April 22, includes a series of initiatives aimed at enhancing road safety and encouraging responsible driving. This year’s Gulf Traffic Week, themed “Driving without a Phone,” is focused on raising public awareness and promoting a culture of safe driving throughout GCC countries.
