The UAE Ministry of Human Resources and Emiratisation (MOHRE) has introduced a simplified procedure for employers looking to hire workers from outside the country. This streamlined process applies to both skilled and unskilled labour and can only be initiated by the employer.
In a recent social media announcement, the ministry outlined four key steps for obtaining a new work permit.
Employers must first log in using UAE Pass or their digital ID, apply to official service channels, and upload all necessary documents. If the submission is complete, the application is electronically approved and forwarded to the Ministry. Incomplete applications will trigger a notification requesting corrections or missing information.
Once approved, employers are required to pay federal fees, arrange insurance or provide a bank guarantee, and attach a signed job offer letter.
Skilled Labour Requirements
For skilled positions, the ministry will verify educational qualifications through the Ministry of Higher Education, with verification typically completed within two weeks. Essential documents include a valid passport copy, a coloured personal photo, and an attested educational certificate, where applicable.
The MOHRE classifies jobs into nine skill levels. Educational certificates are mandatory for skill levels 1 to 5. Additionally, to be recognised as skilled labour, the employee must earn at least AED 4,000 per month, regardless of qualifications.
Certain professions, such as healthcare professionals, teachers, sports trainers, and legal practitioners, require a professional licence from the relevant UAE authority.
Applicants from Pakistan, Afghanistan, Iraq, and Iran must also submit a valid national ID card, including clear images of both sides.
Eligibility and Conditions for Approval
To qualify for hiring foreign workers, employers must hold a valid trade licence without violations, have an active electronic quota, and legal authorization to sign permit applications. Workers must be at least 18 years old and not already possess an active UAE work permit.
Permit replacement is possible within six months of issuance under specific conditions, such as a change in the worker’s nationality, provided the job title and gender remain the same. The original entry permit must be cancelled via the Federal Authority for Identity, Citizenship, Customs & Port Security.
MOHRE stated that the updated process is part of ongoing efforts to improve transparency, streamline the hiring process, and ensure full legal compliance within the UAE labour market.
