Starting Wednesday, April 23 (25 Shawwal 1446 AH), all residents seeking to enter the holy city of Mecca will be required to obtain official entry permits, in line with Saudi Arabia’s annual Hajj access regulations, the Public Security Directorate has announced.
Both Saudi citizens and expatriate residents will need official permits to enter the city during the Hajj season.
Who Needs an Entry Permit?
Individuals will require one of the following to enter Mecca:

- Valid work permit for the holy sites, authorised by the relevant authority.
- Proof of residency registered in Mecca.
- Official Hajj permit.
Permit Application Process
- Entry permits can be obtained through the Ministry of Interior’s digital platforms:
- Absher Individuals
- Muqeem
- These systems are fully integrated with the Tasreeh platform, which streamlines the permit process.
- Expatriates working during Hajj can apply without visiting passport offices, thanks to the integration with digital infrastructure.
Hajj Permits through ‘Nusuk’ Platform
- All Hajj pilgrims must apply exclusively through the Nusuk platform.
- Umrah, visit, or tourist visas do not grant permission for Hajj participation.
Warning Against Fake Hajj Campaigns
Authorities have issued warnings against fraudulent Hajj campaigns offering unlicensed accommodation or transport.
- Citizens and residents should report any suspicious campaigns via emergency hotlines or to local authorities.
Deadline for Umrah Visa Holders
- The final departure date for Umrah visa holders is April 29, 2025 (1 Dhul-Qi’dah 1446 AH).
- Failure to leave by this date will lead to deportation, imprisonment, and heavy fines.

- Overstaying Umrah visas beyond the deadline is a legal offense.
- Penalties include deportation, imprisonment, and significant fines.
