PM Forms Committee to Replicate FBR’s Performance System Across Federal Govt

Prime Minister Shahbaz Sharif has directed the replication of the Federal Board of Revenue’s (FBR) new graded performance evaluation system across the federal employees by forming a high-level committee led by the finance minister.

The committee includes cabinet members, relevant federal secretaries, the Auditor General of Pakistan, and two corporate-sector HR experts. It has been given 30 days to submit a phased rollout plan for applying the FBR’s model to all ministries, divisions, departments, and civil service groups.

The committee will review the FBR’s evaluation framework, assess its adaptability, identify required legal changes, and propose uniform performance templates and digital tools.

The FBR model replaces the Annual Confidential Report (ACR) system. It introduces a biannual, digitized grading structure from “A” to “E,” with only 40% of officers rated in the top two categories, down from 98% under the old system. Officers are now rewarded based on actual performance and integrity.
