The Capital Development Authority (CDA) has issued a request for proposals (RFP) to hire international consultants for the Jinnah Medical Complex and Research Center in Islamabad.
Acting on behalf of the Ministry of Health, the CDA plans to engage expert services under a single-stage, two-envelope bidding process as per the Public Procurement Regulatory Authority (PPRA) rules.
The consultancy will cover a wide range of services, including project design review, preparation of EPC bidding documents, tendering and evaluation, contract management, and supervision. Consultants will also provide technical advisory services, particularly in the planning of medical equipment, IT systems, and communication technologies.
The Jinnah Medical Complex is a 1,200-bed tertiary care hospital. The selection of consultants will follow the least-cost method outlined in PPRA Regulations 2010.
Interested firms must submit their proposals via the EPADS portal (www.eprocure.gov.pk) no later than 5:00 PM on June 10, 2025. A bid security of Rs. 30 million or equivalent in foreign currency must accompany the proposal.

Proposal documents and registration are available on EPADS, and attendance is required for the bid opening at 11:30 AM the same day.
