Karachi Green Line Expansion Project Stopped Due to Bureaucratic Dispute

Karachi residents have been left frustrated as work on the Green Line Phase-II corridor, stretching from Guru Mandir to Municipal Park, has come to a standstill following a conflict between the Karachi Metropolitan Corporation (KMC) and the Pakistan Infrastructure Development Company Limited (PIDCL), a federal government body.

The suspension was ordered by Karachi Mayor Murtaza Wahab, who accused PIDCL of violating procedures by failing to secure a No Objection Certificate (NOC) from municipal authorities before initiating construction. The Rs30 billion federally funded project, part of the federal government’s Karachi development plan, was expected to play a vital role in improving urban mobility across the city.

PIDCL officials, however, strongly rejected KMC’s stance, insisting that the necessary NOC had already been obtained before work began. They criticized the halting of the project based on verbal instructions, calling it counterproductive. The company also cited possession of a document issued on October 12, 2017, signed by KMC’s Superintendent Engineer, as proof that the clearance had been granted.

KMC representatives, on the other hand, maintain that no valid NOC exists for Phase II of the project and that the halt was implemented under Wahab’s directives. The issue has now escalated to the point where a meeting is expected between Mayor Wahab and PIDCL’s top officials, including CEO Waseem Bajwa and General Manager Shafi Chhachhar, in an effort to resolve the deadlock.

In the meantime, the project’s contractor has withdrawn staff and equipment from the site, effectively pausing construction until further notice.
