The Ministry of Hajj and Umrah has unveiled a new licensing framework for seasonal pilgrim housing in Mecca and Medina for the 2026 Hajj. The system, launched in partnership with the Ministry of Tourism and the Ministry of Municipalities and Housing, will operate through a temporary hostel licensing service.
Accommodation providers must apply via the Nusuk Masar platform to qualify for leasing their properties to pilgrims. Licences will be issued through the Ministry of Tourism’s online system, subject to approved conditions, with the application window closing on February 1, 2026. The rule excludes hotels already holding permanent licences from the Ministry of Tourism.
The temporary licensing model is intended to raise hospitality standards, simplify booking procedures, and expand accommodation capacity during the Hajj season. By linking approved facilities with the Nusuk platform, the ministry aims to provide pilgrims with safer, better-organized, and more reliable housing options throughout their stay in the holy cities.
