Bahria Town Deputy CEO Jailed in Rs. 1.7 Billion Illegal Money Transfer Case

A court has convicted Bahria Town Vice Chief Executive retired Colonel Khalil ur Rehman, a currency trader and a property dealer in a case involving the alleged illegal transfer of Rs. 1.7 billion abroad through hawala/hundi channels for Bahria Town projects.

Official documents seen by ProPakistani revealed that the verdict found all three accused guilty under the Foreign Exchange Regulation Act (FERA).

Each of the convicted persons was sentenced to one year of simple imprisonment and fined Rs. 500,000.

Those convicted include retired Colonel Khalil ur Rehman, Vice Chief Executive of Bahria Town, alleged hawala agent Muhammad Imran alias Imran Kaka, and property dealer Muhammad Mushtaq Ahmed.

The case arose from FIR No. 48/25, registered by the FIA Corporate Crime Circle, Islamabad, on July 9, 2025, under Sections 4, 5, 8, 9, and 23 of the Foreign Exchange Regulation Act.

The accused were involved in sending approximately Rs. 1.7 billion abroad through hawala/hundi instead of authorised banking channels.

Investigators alleged that the funds were transferred illegally to facilitate payments for various Bahria Town projects, bypassing Pakistan’s regulated foreign exchange system and without the required approval of the State Bank of Pakistan.

During the trial, the prosecution maintained that the accused had violated foreign exchange laws by using informal money transfer networks to move large sums overseas.

After examining the evidence, the court concluded that the prosecution had successfully established the charges against all three accused beyond reasonable grounds required for conviction and awarded the prescribed sentences under FERA.
