The Pakistan Markazi Muslim League (PMML) has filed a petition in the Sindh High Court (SHC) against the implementation of the e-challan system in Karachi. The petition, reported by ARY News, names the Chief Secretary, Sindh government, Inspector General of Police, DIG Traffic, NADRA, the Excise Department, and other institutions as respondents.
The PMML argues that Karachi’s crumbling infrastructure and lack of basic facilities make it unfair to impose heavy fines on citizens through the e-challan system. The petition claims that threatening to block national identity cards over unpaid fines violates fundamental rights.
The petitioner also questioned the disparity in traffic fines, noting that penalties in Lahore are as low as Rs200, while in Karachi they can reach up to Rs5,000. The plea urges the court to declare these penalties illegal and discriminatory, and to direct authorities to improve Karachi’s infrastructure before penalizing residents.
Earlier, MQM MPA Adil Askari submitted an adjournment motion in the Sindh Assembly, criticizing the government for enforcing the e-challan system without first ensuring road safety and proper infrastructure. The motion highlighted issues such as dysfunctional traffic signals, a shortage of road markings, zebra crossings, and signboards. It called for the suspension of the e-challan system until roads and transport facilities are improved.
The assembly member also demanded a comprehensive plan for road repairs, installation of traffic signals, and removal of encroachments.
Since its launch, Karachi’s e-challan system has issued over Rs12.5 million in fines and nearly 2,662 tickets within just six hours.
