The Rawalpindi Development Authority (RDA) has directed the immediate cancellation of all unauthorized allotments and sales in the University Town Housing Scheme, ordering strict enforcement of development regulations.
Acting under the supervision of RDA Director General Kanza Murtaza and following instructions from Secretary Housing, Urban Development and Public Health Engineering Noor-ul-Amin Mangal, the authority instructed the scheme’s owner, Jamil Ahmed Khan of M/S University Town Private Limited, to nullify all transactions made in violation of the approved layout plan (LOP), according to an RDA spokesperson.
The RDA further mandated that a comprehensive enforcement report, including all relevant records, be submitted within seven days. The owner has also been directed to refund all illegally collected amounts, including LPG/LNG charges, litigation costs, and additional development fees, with a detailed compliance report due within 60 days.
Additionally, the RDA ordered University Town to deposit over Rs 38 million in pending government dues, including land-use conversion fees and surcharges. A 17.5 percent annual surcharge will apply to delayed payments. The Authority also imposed fines for unauthorized development carried out since 2002 under the Punjab Development Authorities Private Housing Schemes Rules 2021, Rule 37.
The housing scheme has been instructed to hand over plots to allottees who have completed their payments. In cases where possession cannot be granted—such as plots sold to the Eighteen Housing Scheme—the developer must provide alternate plots of equivalent value and facilities.
The RDA cautioned that non-compliance with its orders will lead to legal proceedings under existing laws and regulations, stating that no further notices will be issued in this matter.
