The Ministry of Planning, Development, and Special Initiatives has authorized Rs. 330.43 billion, 33 percent of the total budgeted allocation of Rs. 1 trillion, for development projects under the Public Sector Development Programme (PSDP) 2025-26 during the July-October period.
Actual expenditures during this period stood at Rs. 75.97 billion.
According to a notification from the Ministry of Finance, the Ministry of Planning authorized 15 percent of funds for the first quarter, 20 percent for the second quarter, 25 percent for the third quarter, and 40 percent for the fourth quarter under the PSDP.
Data from the Ministry of Planning’s website shows that Rs. 219.2 billion (32 percent) was authorized for development projects of various federal ministries, divisions, and departments against a total allocation of Rs. 682.26 billion, which includes Rs. 102 billion in foreign loans for the financial year 2025-26. So far, Rs. 53.93 billion has been spent on these projects.
For the National Highways Authority (NHA) and the power sector (NTDC/PEPCO), Rs. 111.21 billion was authorized out of a budgeted Rs. 317.74 billion, but only Rs. 22 billion has been utilized so far. Specifically, Rs. 79.44 billion was authorized out of Rs. 226.98 billion for NHA projects, with Rs. 20 billion spent to date. For the power sector, Rs. 31.77 billion was authorized out of Rs. 90.76 billion, with Rs. 1.867 billion utilized during July and August 2025.
Additionally, Rs. 68 billion was authorized out of Rs. 253.23 billion for development projects in Provinces and Special Areas, while Rs. 45 billion was authorized out of Rs. 133.42 billion for the Water Resources Division.
Other allocations include Rs. 24.635 billion for the Cabinet Division out of Rs. 70.388 billion, Rs. 386 million for the Board of Investment, Rs. 974.28 million for the Climate Change and Environmental Coordination Division, Rs. 6.5 billion for the Federal Education and Professional Training Division, Rs. 4.168 billion for the Defence Division, Rs. 5.68 billion for the Information Technology and Telecom Division, and Rs. 7.85 billion for the Railway Division for the financial year 2025-26.
The ministry also authorized Rs. 15.74 billion for the Higher Education Commission (HEC) out of Rs. 39.5 billion, and Rs. 1.48 billion for the National Food Security and Research Division’s development projects.
