The Metropolitan Corporation Islamabad has invited bids to build and operate a Heritage Cafe and Souvenir Gallery at the Pakistan Monument, marking a major step toward enhancing the visitor experience at the iconic national landmark.
According to the official request for proposals, the project will be awarded to established hospitality groups or well-known café operators through competitive bidding.
MCI said the new facility is designed to showcase Pakistan’s craftsmanship and cultural heritage while offering visitors a serene and visually appealing space.
The authority has set strict eligibility criteria to ensure that only credible firms compete. Operators must have at least five years of experience in retail or hospitality and must already be running a minimum of three branded outlets in major cities in Pakistan or abroad.
Bidders are also required to demonstrate an average annual turnover of Rs. 100 million over the last three years and submit audited financial statements.
Bidding documents can be obtained from the Directorate of Municipal Administration in G 7/1, Islamabad, on payment of Rs. 5,000.
MCI has asked firms to submit sealed technical and financial proposals along with a bid security of Rs. 1 million. Proposals must also be uploaded on the E-PADS procurement portal in line with PPRA rules.
The deadline for submitting bids is December 10, 2025, at 11:30 am, with the technical bids scheduled to open at noon the same day.
MCI has warned that incomplete or late submissions will be rejected and that it retains the right to accept or reject any proposal under Rule 33 of the PPRA Rules.
Officials said the project aims to raise tourism standards at the Pakistan Monument and provide visitors with a high-quality cultural, culinary and retail experience.
