KP Ends 2-Year Practice Condition for Appointment of Civil Judge

The Khyber Pakhtunkhwa government has amended the Judicial Service Rules, removing the requirement of two years of legal practice for appointment as a civil judge.

According to the notification, Rule 5 of the Judicial Service Rules has been amended to abolish the principle of “seniority-cum-fitness”, making merit-based selection mandatory.

The notification states that promotions will be made on the recommendation of the Departmental Promotion Committee (DPC).

Regular promotion from BPS-19 to BPS-21 will not be possible without completing the required length of service.

It also makes it mandatory to complete prescribed training and pass examinations for promotion.

Meanwhile, the Khyber Pakhtunkhwa Bar Council has rejected the new procedure for appointing civil judges, demanding that the government withdraw the decision to appoint judges without legal experience.
