Kuwait is moving toward introducing new fees on private and commercial entities for waste management services, including disposal, treatment, and destruction at approved facilities.
Municipal Council member Alia Al-Farsi has proposed charging businesses for the costs of handling their waste, as well as expenses related to land reclamation and environmental cleanup, according to Arab Times.
The proposal calls for a detailed technical and legal study to determine waste management charges on a per-ton basis. It also recommends creating clear enforcement mechanisms and adopting modern tracking systems for waste collection vehicles.
Under the plan, only commercial and private waste generators would be required to pay the fees. The residential sector would remain exempt.
Al-Farsi said the initiative is based on the Kuwait Municipality Law and Municipal Waste Management Regulations.
She stressed the importance of applying the “polluter pays” principle to ensure that those who generate waste contribute to its proper management.
The measure aims to promote waste segregation, encourage recycling, and improve environmental sustainability.
Funds collected through the new system would be used to upgrade waste management infrastructure, rehabilitate damaged land, and support the country’s recycling industry.
Highlighting Kuwait’s growing environmental pressures, Al-Farsi said rapid urban development and population growth have increased the need for stronger waste control measures.
She added that enforcing accountability is essential to meet national public hygiene and environmental protection goals.
