According to an official notification, the use of intense vehicle lights at night endangers human lives, prompting authorities to take strict action. The ban also applies to the sale and purchase of high-beam lights throughout the city.
Officials said that high-beam headlights significantly reduce visibility for other drivers and have become a major cause of road accidents. Any violation of the ban will invite legal action under Section 188, the notification warned.
The administration urged motorists to comply with the new regulations to ensure safer roads and prevent avoidable accidents.

When there are no street lights, faded lane markings, cat lights that don’t reflect and people crossing the roads at their whims by climbing barriers, how are drivers supposed to see beyond 10 meters without high beams?
By keeping their speed low. I drive under speed limits and never felt the need of high beem except dipper(asking overtake)
Research shows most accidents are caused by slow vehicles moving in fast lanes. While driving slow does increase response time, on main arterials where speed is around 70 to 80 kph, you can’t drive slow, and in Pakistan, people habitually cross barriers, women in black burqas come out of nowhere, stray dogs run into the roads and so on. While I do support low beams, the government has a habit of just punishing people rather than fixing the issues like functioning street lights, fresh lane markings and working cat lights to allow good visibility to drivers. When government doesn’t provide these facilities, of course people are going to use full beams because they want to see far ahead to anticipate the problems I mentioned earlier.
Then learn to use high beam lights first

These lights are not even recommend in Canada where the weather is mostly cloudy and dark. The drivers here who can’t see beyond 10 m they should have their vision checked
It is an excellent decision for the safety of the masses, unfortunately every second person is violating this rule and I fail to understand as to why most of the drivers are driving with their hi beams on in Islamabad,Lahore, Karachi and in other cities of Pakistan, Police chiefs please educate the masses and after that punish violators.
Hopefully an early action will be taken to implement this rule.

Who has issued this notification (signatory)? Which authority (organization/ department) has issued it?
For MVE office It is mandatory to check vehicle to be road worthy, they are supposed to check these modification and not issue road worthy certificate.
On checkpoint police should confiscate such vehicle.

That’s a good move. Most big SUV owners have put extra lights which cause extreme difficulty for other drivers who follow the law.
As a daily commuter i can confirm that so far zero effect, no warden even on motorways police don’t even care, not only that at night you can see vehicle with no number plates and green number plates with jet black tinted windows speed more at 150 plus and no one stopped them, last night i was behind green number plate at 155km/h approx from lahore till kalar kahar and police saw me and the vehicle at front but got zero ticket. The parado with greeen plate did noticed me but they dam cared.
