The Capital Development Authority (CDA) has issued a legal notice to the Director General of Hamdard University Islamabad Campus regarding alleged illegal development and land use at Mouza Mohra Noor and Mouza Mohrian along Kurri Road in Zone-4 of Islamabad.
The notice was issued under Sections 49-C, 46 and 46-B of the CDA Ordinance 1960, read with relevant provisions of ICT Zoning Regulations 1992 and Building Control Regulations 2020.
According to CDA notice, the authority had earlier canceled the layout plan approval for the establishment of the university campus over an area measuring 87 kanals and 13.5 marlas through an official order dated March 17, 2022.
Despite the cancellation, a recent site inspection conducted by the Regional Planning Wing revealed that development work for a housing scheme and construction of structures was still underway at the location.
The authority stated that the ongoing construction and land use were found to be in violation of the CDA Ordinance, ICT Zoning Regulations, and Islamabad Capital Territory Building Control Regulations. The notice directs the university administration to demolish or remove all unauthorized structures and immediately stop the use of land within 15 days from the issuance of the order.
CDA warned that failure to comply within the stipulated period would result in enforcement action, including demolition of illegal structures with the assistance of law enforcement agencies, and recovery of demolition costs from the sponsors. The notice was issued with the approval of the Director Regional Planning, while relevant departments have been instructed to initiate further legal and administrative proceedings.
Copies of the notice were also forwarded to the Deputy Commissioner ICT and the Senior Superintendent of Police for implementation in line with directives of the Islamabad High Court.
Utility agencies including Islamabad Electric Supply Company (IESCO), Sui Northern Gas Pipelines Limited (SNGPL), and Pakistan Telecommunication Company Limited (PTCL) have been requested not to provide service connections to the site, while enforcement and municipal authorities have been directed to monitor the area and prevent further illegal development.
