Kuwait has formally signed into law a Defense Cooperation Agreement with Pakistan to expand military cooperation and the intelligence-sharing framework between the two countries.
The agreement was approved through a decree-law published by the state-run news agency Kuwait Alyawm. The decree signs into law the defense pact that was originally signed in Kuwait on 11 June 2023.
For Pakistan, the agreement expands its role as a genuine Gulf security partner after recently signing a similar deal with the Saudis.
Its scope includes military training and education, logistical support, exchanges of military personnel, technical experts and specialists, defence science and technology, and military intelligence.
Pakistan and Kuwait will prepare annual cooperation plans through executive protocols and programs.
A joint military committee will be established to supervise implementation of the agreement. The committee will meet annually to review progress and coordinate future cooperation.
The agreement also contains strict safeguards for classified information. Neither country may disclose confidential documents, intelligence, or other protected material without the prior written consent of the originating side. These confidentiality obligations will remain in effect even after the agreement expires.
The agreement further states that it will not affect the existing international rights or obligations of either country. Any disputes over its implementation will be resolved through consultations instead of courts.
