National CERT Identifies 120+ Hackers Working to Hurt Govt Organizations

Pakistan’s National Computer Emergency Response Team (NCERT) has identified and developed detailed profiles of more than 120 hackers and Advanced Persistent Threat (APT) actors as part of an ongoing cyber threat hunting and intelligence operation aimed at protecting the country’s digital infrastructure.

The initiative focuses on identifying hostile cyber groups targeting sensitive networks and strengthening national preparedness against sophisticated cyberattacks.

According to an official NCERT document, each identified threat actor has been profiled using a structured methodology that maps their Tactics, Techniques, and Procedures (TTPs). This profiling process allows security analysts to understand how adversaries operate, the tools they use, and the patterns behind their attacks. Officials said this intelligence-driven approach is designed to improve early detection and reduce response time against complex cyber intrusions.

The report states that hostile actors are actively attempting to penetrate government institutions, defense and military networks, and other critical information infrastructure across the country. These attacks are believed to be part of organized campaigns involving espionage, unauthorized data extraction, and attempts to disrupt key digital systems. Security analysts noted that several of the tracked actors are linked to state-sponsored or highly organized cyber groups.

NCERT officials said the development of these profiles has significantly enhanced the country’s ability to detect, deter, and respond to cyber threats. The document highlights that continuous monitoring, intelligence sharing, and advanced threat analysis will remain essential to counter evolving cyber warfare tactics targeting national security and strategic assets.
