Govt to Build High-Tech Cyber Warfare Lab Against Hackers Targeting Pakistan

The National Cyber Emergency Response Team (NCERT) has announced plans to establish a Cyber Operations and Defense Emulation Lab under the broader “Cyber Security for Digital Pakistan” project, marking a key step in strengthening the country’s digital defense framework.

The initiative, being undertaken in collaboration with the Ministry of Information Technology and Telecommunication, is aimed at improving national preparedness against emerging cyber threats across public, private, and defense sector organizations.

The key development is the creation of a dedicated lab that will simulate advanced cyber attacks, allowing institutions to test their response systems and improve defense strategies in a controlled environment.

According to the project document, the facility will support the supply and installation of specialized hardware and software designed to emulate real world cyber threat scenarios and strengthen incident response capabilities.

The bidding process is being conducted through the Single Stage Two Envelope procedure, with electronic bids to be submitted via the e PADS platform to ensure transparency and competitive evaluation.

The project forms part of Pakistan’s wider Digital Pakistan vision and is expected to significantly enhance the country’s cybersecurity infrastructure as digital risks continue to grow.
