FBR Revises Customs Values for Import of Polyester Fabrics

The Directorate General of Customs Valuation Karachi has issued new customs values for a wide range of polyester fabrics, effective immediately.

The ruling, Valuation Ruling 2058 of 2026, covers imports of unbleached, bleached, dyed, and printed polyester fabrics, including their microfiber variants, with differentiation based on weight (up to or over 7 Sqm/Kg).

The new customs values do not apply to polyester shirting or suiting fabrics, which will continue to be assessed under relevant existing valuation rulings.

Previously, customs values for polyester fabrics were determined under Valuation Rulings 1385/2019 and 1808/2023. Following representations from importers and exporters seeking a revision, the Directorate conducted consultations with stakeholders on January 20, 2026, to address concerns over valuation methods.

Stakeholders argued that many imports were under the Export Facilitation Scheme (EFS), and the application of valuation rulings at the import stage created complications in filing Export Goods Declarations (EGDs).

They requested that declared transaction values be accepted for exports and that exclusions previously allowed to certain manufacturers be extended to all eligible parties.

After a thorough review of import data from January to March 2026, alongside documentary evidence provided by stakeholders, the Directorate concluded that customs values required revision.

The valuation was carried out in accordance with Section 25 of the Customs Act, 1969, using sequential methods to ensure fairness, transparency, and compliance with the law. The revised customs values are now finalized under subsection (6) of Section 25.
