The Pakistan Software Export Board (PSEB) has announced plans to install advanced software and hardware infrastructure for the National Semiconductor Human Resource Development Program (NSHRDP) Phase I. The NSHRDP Phase-I is backed by an investment of Rs. 4.8 billion.
The initiative aims to equip Pakistan’s youth with advanced skills in semiconductor design and production, helping them meet the growing demands of the global semiconductor industry. The program is focused on building a highly skilled workforce in integrated circuits (IC) and system-on-chip (SoC) design.
Under this project, PSEB will establish semiconductor training labs in multiple universities and research institutions across Pakistan. These labs will provide hands-on training using world-class Electronic Design Automation (EDA) tools. The program aims to train more than 7,200 engineers in chip design and verification techniques that meet international standards.
PSEB is working in collaboration with nine leading universities to implement the program. The government is focusing on “fabless” chip design, which offers high returns without the need for costly fabrication facilities. This approach is expected to help Pakistan quickly build expertise in areas such as chip verification, a key part of semiconductor production.
The training program will also include certifications and mentorship, providing participants with opportunities to enter international job markets. Countries such as China and Saudi Arabia have a high demand for semiconductor engineers, and the initiative aims to prepare Pakistani youth to compete in these markets.
PSEB has already started the procurement process for the required software and hardware. The project will follow a competitive bidding process, with a pre-bid meeting for vendors scheduled on April 16, 2026. Installation of the infrastructure is expected to begin soon after procurement is completed, marking a key step in Pakistan’s efforts to develop a globally competitive semiconductor workforce.
