SCO to Fix Billing System With Major Upgrade

The Special Communications Organisation (SCO) has proposed a new billing system for Azad Jammu and Kashmir (AJK) and Gilgit-Baltistan (GB) to improve the speed and efficiency of telecom services.

The project, estimated to cost Rs. 1.888 billion, is planned for 2025–2028, with Rs. 945 million requested for the 2026–27 fiscal year.

Currently, the existing billing system is old and slow, causing delays in bills and affecting revenue collection. With the number of subscribers in AJK and GB having grown from about 5,000 to over 2.2 million, officials say a modern system is needed.

The new “Convergent Billing System” will combine multiple services, like mobile, landline, long-distance calls, cloud, and fiber internet, into one platform. It is expected to support around 4 million users and provide faster, more accurate billing.

Officials say the upgraded system will also help improve customer service, support better management decisions, and boost telecom infrastructure in AJK and GB.

This could benefit local businesses and the growing tourism sector by providing more reliable and efficient telecom services.

At the moment, the project is still in the planning stage, with no money spent yet, and SCO is preparing the necessary paperwork to get approval from the Ministry of IT.
